Before anyone arrives: a ceiling holding water can come down without warning, and standing water near a live circuit is a genuine hazard. Isolate the power to the affected area and stay out from underneath a bulging ceiling.

The visible area is the smallest part of the problem

Drywall is a late indicator. By the time a stain appears on the surface, the paper facing, the gypsum core, the insulation behind it and often the framing have been holding moisture for a while. The same is true of flooring — the surface looks fine long after the subfloor beneath it stopped being dry.

This is why the first visit should involve a meter rather than an opinion. A provider working from readings will typically find an affected area noticeably larger than the one that was reported, and that finding is the whole value of the assessment.

What gets removed on day one and why

Certain materials are not worth attempting to dry and delaying that decision costs time the drying schedule does not have. Carpet pad is the clearest example — it holds water, it dries slowly, and it is cheap to replace. Wet insulation in a wall cavity is another; it loses its function and it holds moisture against the framing.

Conversely, structural material, hardwood, and often carpet itself are worth drying rather than removing. A provider should be able to explain which category each material falls into and why, rather than removing everything or nothing.
